Budget and Management Secretary Florencio B. Abad today said that efforts to establish judicious government spending has allowed the national government to authorize the grant of an additional P10,000 holiday bonus for government employees.
“Dahil sa paggugol na matuwid, may dagdag na bonus ang ating mga kawani na sana’y makadagdag din sa kaligayahan nila ngayong pasko (Because of the judicious management of funds, we were able to give an additional bonus to government employees that we hope will add to their merriness this Christmas season),” he added.
President Benigno S. Aquino III recently issued Administrative Order (AO) No. 3 that granted Productivity Enhancement Incentive (PEI) to government employees. Under the AO, employees in the Executive Branch, including those in government-owned or controlled corporations and financial institutions (GOCCs & GFIs) will be granted a one-time PEI of P10,000 each.
For national government agencies, P7,000 will come from the national government through the Department of Budget and Management (DBM), while P3,000 will come from the savings of respective agencies. In the event that agencies do not have sufficient savings to cover the P3,000 portion, this may be partially granted but at a uniform rate for all qualified employees.
“There are about 1.16 million employees in the departments and agencies in the Executive Branch, and this means we are spending a total of P8.12 billion to provide the national government’s share through the DBM,” he said.
“Gumaganda ang koleksyon at pati ang natitipid natin sa tamang paggugol ng pananalapi ng gobyerno, kaya nagawa nating makapagbigay ng dagdag na insentibo sa mga kawani ng pamahalaan (Our government’s revenues are improving, and so are our savings through public expenditure management, that is we were able to provide this additional incentive for our government workers),” he said.
Eligible for this PEI are employees hired on a permanent, temporary, casual or contractual status, and still active in the service as of November 30 of this year. The full amount will be given for those who have rendered at least four months of service as of that date, while those with less than four months of service will be given 10% to 40%.
For GOCCs and GFIs, the amount will be charged against the savings of these government firms, whether in full or partial depending on their sufficiency of funds. Meanwhile, employees in the Legislative and Judicial Branches, as well as from other offices with fiscal autonomy, may be granted at rates not exceeding P10,000, and chargeable to their respective available savings. The grant of the said PEI for employees in Local Government Units (LGUs) may be determined by the sanggunian depending on an LGU’s financial capability and subject to the Personal Services limitation in the Local Government Code.
Earlier, national government employees have already received their full 13th month pay that is equivalent to their monthly basic pay, and their P5,000 cash gift.
