A June 23, 2011 press release by the Department of Public Works and Highways

President Aquino to activate 24/7 call center hotline during ceremonies

The Department of Public Works and Highways (DPWH) celebrates its 113th Anniversary today (Thursday, June 23) with President Benigno S. Aquino III as guest of honor.

The department was established on June 23, 1898 by then President General Emilio Aguinaldo as among the pioneer government offices after his proclamation of Philippine Independence.

The highlight of the anniversary celebration will be the activation of the DPWH Call Center Hotline, 165-02, which will enable the Department to receive and/or act on complaints and queries 24/7. The President is expected to make the inaugural call.

The DPWH Call Center Hotline will accept calls nationwide. It was procured through open and competitive bidding and was awarded to SPi-CRM Inc. (formerly the ePLDT Ventus Inc.).

The hotline will have 10 dedicated customer service representatives who will accept calls 24/7, with the DPWH National Capital Region and its District Engineering Offices directly connected to the system to immediately respond to complaints and queries within Metro Manila—while concerns in areas outside Metro Manila will be handled and monitored by the DPWH-Public Information Division-Complaints and Action Center.

The call center will have a recording-of-calls feature, will generate daily, weekly, monthly, and yearly monitoring reports, and will serve as an information base for travel/ traffic advisories to accurately inform the general public of road conditions during repair works and calamities.

President Aquino and Secretary Singson will also award formal recognition to distinguished retiring DPWH employees and those who have rendered 40 years of service, who have contributed in providing the country with quality infrastructure facilities and services.

This year’s anniversary theme, “DPWH: Kaisa sa Tuwid na Daan sa Pag-asenso,” is consistent with the President’s governance program of choosing the right path toward Philippine economic progress.

Secretary Singson is taking the lead in ensuring the implementation of the transformation program in the DPWH through his management philosophy of “doing the right project at the right cost and right quality.”

The government, through DPWH, was able to save about P2 Billion in taxpayers’ money through open, competitive, and transparent bidding nationwide since July 2010, and more funds will be saved as the agency further institutionalizes reforms in the bidding process and also pursues the transformation program.

Rooted on the core values of public service, integrity, professionalism, excellence, and teamwork, the DPWH’s vision is to be an effective and efficient government agency, improving the life of every Filipino through quality infrastructure.

With focus on upgrading the quality and safety of national roads, the DPWH intends to improve and/or rehabilitate existing concrete/asphalt roads in order to optimize their structural soundness, smooth their riding surface, and lengthen their design life.

The target, by 2016, is for national roads to be 96.19-percent paved in concrete or asphalt, depending on the prevailing design conditions/considerations.
