PROCLAMATION NO. 689

DECLARING CERTAIN PARCELS OF LAND LOCATED IN BARANGAY 412, ZONE 42, SAMPALOC, MANILA AS ALIENABLE AND DISPOSABLE FOR RELOCATION SITE PURPOSES OF INFORMAL SETTLER FAMILIES ALONG ESTERO DE SAN MIGUEL AND GRANTING OWNERSHIP THEREOF IN THE NAME OF THE REPUBLIC OF THE PHILIPPINES UNDER THE ADMINISTRATION OF THE DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT

Upon the recommendation of the Secretary of the Department of Environment and Natural Resources (DENR) and by virtue of the powers vested in me by law, I, BENIGNO S. AQUINO III, President of the Philippines, do hereby declare certain parcels of land, located in Barangay 412, Zone 42, Legarda, Sampaloc, Manila, with an aggregate area of EIGHT HUNDRED SEVENTY-FOUR (874) SQUARE METERS, more or less, as alienable and disposable for relocation site purposes of Informal Settler Families along Estero de San Miguel, and granting ownership thereof in the name of the Republic of the Philippines (RP) under the administration of the Department of Social Welfare and Development (DSWD), subject to actual ground survey and prior rights, which parcels of land are more particularly described as follows:

Beginning at a point marked “1” on plan, being S. 56 deg. 09′ E., 446.50 m. from BLLM No. 23, Manila Cadastre, thence:

The DSWD shall administer, manage, and develop, if needed, the lots herein reserved pursuant to the provisions of pertinent, laws, and shall formulate the implementing rules and regulations for this Proclamation, including the preparation of a comprehensive housing and development plan of the area herein reserved. For this purpose, the DSWD may call upon other government agencies and instrumentalities, as well as concerned people’s organizations and non-government organizations, and consult communities that may be affected.

The DENR Secretary is hereby authorized to issue a Special Patent over the subject parcels of land in favor of RP.
