THE NEED FOR A PHILIPPINE GOVERNMENT PORTAL ON THE INTERNET
This Official Government Portal fulfills a long-felt need for an aggregated information
resource for all the branches of the Philippine Government, i.e. the Legislative, Executive and Judiciary branches on the Internet.
This need for such an Internet-based information resource was originally expressed by no less than President Gloria Macapagal Arroyo within a few months of assuming the Presidency in January 2001. At that time, the Head of the Presidential Management Staff (PMS), Secretary Victoria P. Garchitorena, offered to spearhead the Government Portal development initiative inasmuch as the administration and leadership of the agency mandated by law to execute such a task, the National Computer Center (NCC), was still in transition and thus the agency was unable to immediately address this matter as part of its mandate under the E-Commerce Law (RA 8792).
There are several significant initiatives in the pipeline to enhance not just the look and feel of the portal, but to further develop its usability and functionality, to wit:
A web-based e-mail service (similar to Yahoo and/or Hotmail) is envisioned to be incorporated under the domain . Initially, this web-based e-mail will serve all 5,000+ Presidential appointees on official record with the Presidential Personnel Group Secretariat (PPGS). Eventually it is envisioned to become a free web-based e-mail service for all government employees nationwide.
The design parameters of the next-generation Government Portal are currently under discussion at the ITECC eGovernment Implemention Committee under DOST Usec. Fortunato de la Peņa and his Private Sector Co-Chairman Renato C. Valencia and at the ITECC under OPS Usec. Bobby Capco . It is envisioned that the promotion of citizen-centered e-services will be the most prominent feature of this NextGen Government Portal.
It is significant to note at this point that all the accomplishments to-date regarding the Government Information Portal have been completed at no cost to Government, except for the time expended by government personnel from various agencies.
