The PNP’s accomplishments for Calendar Year 2004 were made possible with the launching of the C.A.R.E. (Courtesy, Action, Result, Example) program of the C,PNP as the chief anchor for the PNP Program Thrusts for CY 2005-2007. The C.A.R.E Program builds on and complements the O.N.E. PNP Program of Action earlier adopted by the PNP leadership. Taken together, the C.A.R.E Program and the O.N.E. PNP Program of Action represent a landmark effort to build on the achievements of the past by continuing best practices and doing even better wherever and whenever possible.
At the same time, the PNP continued the essential task of policing its own ranks. Personnel who required re-training were provided the opportunity to demonstrate their continuing commitment to the organization's mission and their value in the pursuit of that mission. Whenever necessary, scalawags and misfits were weeded out of the service. Programs on personnel placement and promotion were implemented to address the retirement benefits, and morale and welfare of the PNP personnel.
In such a short time, the PNP was able to strengthen its crime prevention programs through operational readiness, by having its personnel available at all times to respond to calls for police assistance. This was done by downloading personnel from the Headquarters to the units and stations, maintaining a ratio of 10% for the Headquarters and 90% for the field units. Inspection teams ensured that detailed personnel are fulfilling their tasks and providing the required services to the people. A partnership with the barangays was built and these were mobilized in anti-criminality campaigns. The policemen, to keep them at pace with the growing sophistication of crimes, undertook career and specialized courses, foreign training on anti-terrorism and transnational crimes, courses on investigation and information technology.
To end the negative perception and to win the public’s trust in their police, the PNP leadership cracked the whip on the “tamad, abusado, bastos, at ayaw padisiplina” otherwise known as the T.A.B.A. Cops, and required them to undergo Values and Leadership Enhancement Course in Subic and in Camp Molintas in Benguet. One hundred ninety-eight (198) personnel underwent re-training in the five (5) courses conducted and now have better work attitudes.
“Project Item” was implemented to optimize the employment and deployment of personnel in performing the three (3) basic police functions of patrolling, traffic management and investigation. This ensues that each member of the organization effectively undertakes his specific duties in his respective place and time of work.
The streets have become safer with the reduction of roaming criminals. The crime volume was at 64,165 or a reduction of 10% compared with the 2003 record of 71,162. The average monthly crime rate decreased by 11.49% from 8.79 in 2003 to 7.78 in 2004. Crime solution efficiency for the year 2004 was 90.04%.
Anti-drug efforts resulted in the arrest 19,318 pushers/users; confiscation of illegal drugs worth Php25.3 Billion; dismantling of 15 clandestine drug laboratories/warehouses latest of which were in Bataan and Bulacan; clearing of 2,735 barangays and filing of 15,595 cases in court.
The PNP resolved 7,722 cases from 16,200 cases inventoried for the last five years, translating to approximately 48% (47.67%) solution efficiency; neutralized 171 criminal gangs out of the 629 remaining criminal gangs, a 27.19% reduction; arrested 120 most wanted persons with head prizes out of the 764 remaining wanted persons with head prizes or a 15.70% reduction. Most significant is the arrest of Ricardo Peralta who was involved in kidnap-for-ransom activities with a Php1.2 Million head prize. From the 384,820 standing warrants of arrest, 159,196 standing warrants of arrest were served or 41.56%.
With the standards on work and discipline in place, PNP commanders were directed to be the walking ideals of the PNP who take pride in their profession by being physically, mentally and morally fit for the job and by properly wearing the PNP uniform.
The gains achieved by the PNP resulted from its commitment to become the best service-oriented organization. Surely, there will be more trying tasks to come but it assures the public that it will do its utmost best to fulfill them. And with God’s grace, the PNP organization will be made better in the service of God, our country, and the Filipino people.
