GRANT OF ELIGIBILITY UNDER SPECIAL LAWS


A. TYPES OF ELIGIBILITIES UNDER SPECIAL LAWS

Barangay Official Eligibility (RA 7160) - granted to Punong Barangay, Barangay Kagawad and Sangguniang Kabataan Chairman, Barangay Secretary and Treasurer. This eligibility is appropriate for first level positions in the career service.

Requirements/Where to Apply

  • Must have finished their term of office or if incumbent, must have earned an aggregate five years service to the barangay. The gaps between their services must not be more than a year.
  • Accomplished CS Form 101-A submitted together with the other requirements to their respective CSRO or field office.
    w Certification of Service by the Department of Interior and Local Government
    w Duly signed oath of office or other proofs of having been duly elected such as election return
  • Other documents required by the CSCROs

Honor Graduates Eligibility (PD 907) - granted to the following college honor students (irrespective of the number of years of completion) from schools or colleges of good standing: Summa cum laude, Magna cum laude and Cum laude. This eligibility is appropriate for second level positions in the career service.

Requirements/Where to Apply

  • Applications should be filed with any CSCRO.
  • CS Form 101-A properly accomplished
  • Transcript of Records and other documents that the CSRO may require
  • Certification from the school that applicant graduated with honors

Veteran Preference Rating (EO 132/790) - grants additional 10 points to a veteran, his/her spouse or any one of his/her children who failed the CS exams, with a minimum rating of 70% (if taken from 1989 onwards, or 60% if taken from 1988 or earlier years.)

Requirements/Where to Apply

  • Certificate of Veterans Status (CVS) to be prepared and issued by the Philippine Veterans Affairs Office (PVAO)
  • Certificate of Live Birth or Baptismal Certificate, original and photocopy. In the absence of any of the above, an affidavit of two disinterested parties, school documents
  • Affidavit of Waiver
  • Death certificate of veteran, if deceased
  • Marriage contract
  • Original report of rating in the CS examination
  • Other documents as may be deemed necessary
  • Accomplished CS Form 101-A
  • Applicants should file their applications with Office for Recruitment, Examination and Placement (OREP) Central Office.

Electronic Data Processing Eligibility (CSC Resolution No. 90-083) - granted to those who pass the proficiency test or training given by the National Computer Center. This eligibility is appropriate for second level positions in the career service.

  • Original and certified copy of the Certificate of Proficiency issued by the National Computer Center
  • Accomplished CS Form 101-A submitted together with the other requirements to their CSCRO or field office.
  • Applicants should be filed at the Office for Recruitment, Examination and Placement (OREP) Central Office.

Barangay Nutrition Scholar Eligibility (PD 1569) - granted to barangay-based volunteer workers responsible for delivering nutrition services and other related activities such as community health, backyard food production, and environmental concerns. As per OREP Memo # 61, s. 2001, it is a first level eligibility thus holders of the eligibility may be considered for appointment to positions which do not require written exams but which require experience comparable to that acquired as Barangay Nutrition Scholar, provided the other requirements for the position are met.

Requirements/Where to Apply

  • Diploma or authentic evidence of completion of high school course
  • Certification of residency in the Barangay for at least six years and can speak the dialect
  • Certification of completion of the prescribed 10 day training course and 20 day practicum in the barangay where assigned
  • Certification that applicant obtained a passing mark in the accomplishment of the targets in the action plan
  • Copies of the monthly accomplishment report (NNC Form 5) for the last two years authenticated by the Nutrition Action Officer
  • Copies of the BNS performance evaluation sheets for the past 2 years authenticated by the Nutrition Action Officer concerned for service rendered from Jan. 1, 1981
  • Certification of continuous and satisfactory service as BNS by the Nutrition Action Officer concerned and attested by the District City Nutrition Program Coordinator
  • Copies of Memorandum of Agreement or contract service as BNS in the last two years
  • Accomplished CS Form 101-A together with the other requirements submitted to their respective CSCRO or field office

Scientific and Technological Specialist Eligibility (PD 997) - granted to a Scientific and Technical Specialist who must have at least three years of continuous experience in the field of research or teaching in the pertinent field or has earned a graduate degree from a recognized school of good standing

Requirements/Where to Apply

Documents should be submitted to the Department of Science and Technology (DOST) for screening. Only those applications recommended by the PD 907 Committee shall submit the following:

  • Duly certified service record or certification of employment
  • Transcript of record and diploma
  • List of subjects being taught indicating the course number, descriptive title of subjects, and duration of teaching of the said subject, duly certified by the Dean or any school authority for applicants who are teaching/have taught in college or graduate level, including only subjects relevant to the eligibility
  • Other documents such as published research paper
  • Certification of Research Proficiency which indicates title of scientific research project(s) the applicant has participated in and duration and or responsibilities of the applicant in said research paper
  • Accomplished CS Form 101-A submitted together with the other requirements filed with the DOST

Barangay Health Worker Eligibility (RA 7883) - granted to accredited Barangay Health Workers who have rendered at least (5) continuous years and satisfactory service as BHW to the health community, provided they meet the other requirements of the special eligibility

Requirements/Where to Apply

  • School Certificate or Transcript of Record
  • Certificate of Accreditation issued and signed by the Chairman or authorized official of the Barangay Health Workers-Registration and Accreditation Committee and the local health board
  • Certification of at least five year continuous and satisfactory service as BHW as isued by the local health board
  • Accomplished CS form 101-A submitted together with the other requirements filed with respective CSCRO

Memo Circular 11 Eligibility - granted to individuals who meet the requirements in positions requiring skills categorized by the Commission as 'not-measurable' through the paper and pencil test

  • Skill certificate issued by Technical Education and Skills Development Authority upon passing a skill test
  • Letter endorsement from TESDA
  • Original and photocopy of the temporary appointment
  • Accomplished CS Form 101-A together with the other requirements submitted to their respective CSCRO or field office

B. TYPES OF ELIGIBILITIES RESULTING FROM CIVIL SERVICE EXAMINATIONS

Career Service Professional Eligibility - given to those who obtained 80% score or higher in the career service professional level exams

Career Service Subprofessional Eligibility - given to those who obtained 80% score or higher in the career service subprofessional level exams

Career Service Executive Eligibility - conferred to those who qualify in all the requirements of, and have passed both the written and interview phases of the CSE Examination

Meat Inspector Eligibility - given to those who pass the Meat Inspection exam; eligibility shall be considered appropriate for meat inspector post and other first level position provided they met the other requirements of the position in the career service

Penology Officer Eligibility - given to those who have obtained a rating of 80% and above in the Penology officer examination.

Penology Employee Eligibility - given to those who have obtained a rating of 80% and above in the Penology Officer Examination
