Bayanihang Bayan Volunteer Program On at the DENR
(February 24, 2003) It`s now green light for the Bayanihang Bayan Volunteer Program at the DENR with the issuance of DENR Special Order NO. 2002-1026, which calls for the formation of a Bayanihang Bayan Desk at the Central Office and designation of Bayanihang Bayan Coordinators for its bureaus, attached agencies and Regional Offices.

Be a part of the growing number of government service volunteers at DSWD. Through the Bayanihang Bayan Program for Government Service of the National Volunteer Program, DSWD has been and is currently providing opportunities for people or organizations to render voluntary service in the implementation of social welfare and development programs.

BLOOD DONORS. Republic Act 7719 is otherwise known as the "Blood Services Act of 1994". The main objectives are: 1)to promote and encourage voluntary blood donation by the citizenry and to instill public consciousness of the principle that blood donation is a humanitarian act; 2)to provide, adequate, safe, affordable and equitable distribution of supply of blood and blood products; 3)to mobilize all sectors of the community to participate in mechanisms for voluntary and non-profit collection of blood. PNVSCA PROGRAMS

Volunteers for Information and Development Assistance (VIDA)

PNVSCA implements the local volunteer service program called Volunteers for Information and Development Assistance (VIDA). Launched in 1979, this government program ennobles the "bayanihan" spirit of the Filipino and recognizes the potent force of concerted voluntarism for empowering communities.

The program engages volunteer professionals who have the commitment and capabilities to equip community folks with the needed skills to initiate and manage development initiatives.

VIDA volunteers assist in the implementation of projects of government agencies, local government units, non-government organizations and community-based organizations. They serve as educators, trtainors, networkers and motivators as they assist diverse projects like social forestry, crop production, cooperatives and livelihood, community health, early childhood development and functional literacy. They work as full time volunteers for two years.


International Volunteer Service Program

the International Volunteer Service Program is a technical cooperation program between the Philippines and the volunteer-sending countries based on bilateral agreements or through memoranda of understanding. This program promotes technology transfer, skills sharing and cultural exchange.

Volunteer Exchange Program

  1. United Nations Volunteers. This is a volunteer program implemented under the United Nations Development Programme (UNDP). In the Philippines, UNV operates in partnership with the Government since 1972. UNV has two components:
    • Exchange of Volunteers This involves the dispatch of foreign volunteer professionals to the Philippines to share specialized skills and technologies that will build and enhance the capabilities of assisted communities for self-directed progress.
      Conversely, the Programme enables the Philippine government to extend assistance to other developing countries through the dispatch of highly skilled Filipino professionals for volunteer work abroad. Aside from sharing their expertise, Filipino UNVs share their culture with their host communities just as they learn from the culture of their host countries.
    • National United Nations Volunteer (NUNV) Recognizing the value of people helping their own community, UNV pioneered the National UNV in selected countries like the Philippines. The project promotes the utilization of UNV supported Filipino volunteers in implementing development projects of national agencies and non-government organizations. Project underscore UNV's current thrusts in environment, urbanization snd peacekeeping.
  2. Bahaginan. This is a new program of the Voluntary Service Overseas which taps the services of local professionals from the Philippines and Kenya to assist community development projects in VSO host countries in Africa, Asia, Eastern and Central Europe. It provides technical assistance in a wide range of development fields including agriculture, health, community work, forestry, program management and others. Recruitment is done in two batches every year. The first batch of Filipino Bahaginan volunteers was dispatched in September 2000 for various assignments abroad.


Procedures in the availment and deployment of volunteers

Project Identification

A project to be assisted by a volunteer is determined by a local government unit, government agency, academe, non-government organization (NGO) or people's organization (PO) which submits a request to PNVSCA using the Agency's Form 3. Selection of projects for volunteer assistance is based on the national development prioriities of government and needs of communities. PNVSCA conducts project assessments and informs the requesting agencies of the approval or disapproval of their requests


Identification of Volunteer

a. Foreign Volunteers The foreign volunteer organization recruits, identifies and nominates a volunteer to the Philippine Government through PNVSCA which, in turn, accepts qualified candidates through the recipient agencies after a review of their qualifications.
b. VIDA volunteer A VIDA volunteer is recruited and nominated by a prospectiver recipient agency for screening and approval by PNVSCA which issues the contract of service. A VIDA volunteer should have these basic qualifications:
  • at least 21 years old
  • a college graduate
  • a resident of the community where he/she will be assigned
  • physically fit

Orientation and Training

PNVSCA provides the volunteers with a pre-deployment orientation about the Agency and the projects they will assist. The Agency also conducts skills training for VIDA volunteers.

Government and academic institutions, non-government and community-based organizations in need of technical assistance for an on-going community development project.

For volunteer post
skilled professionals in good health and with a commitment to helping people and communities develop themselves, can adapt to any working environment and personalities, willing ro work full-time as a volunteer and learn and grow in the process.

Application Process

For volunteer post
  1. UNV, NUNV and Bahaginan applicants can send their curriculum vitae/resume and letter of application to PNVSCA.
  2. Initial screening is conducted by PNVSCA. Qualified applicants undergo a panel interview and personality test.
  3. Applicants who passed the interview and personality test are endorsed to UNV and VSO.
