What you need to know about DAP

DAP2The Aquino Administration introduced the Disbursement Acceleration Program (DAP) as a reform intervention to speed-up public spending and to boost economic growth. It is not a fund, but a mechanism to support high-impact and priority programs and projects using savings and unprogrammed funds. DAP also enabled the government to introduce greater speed, efficiency, and effectiveness in budget execution.

·  Speech of President Aquino on DAP, cross-border transfer, and the Supreme Court at the Mabini Sesquicentennial

·  Speech of President Aquino at the Daylight Dialogue

Ensuring that essential services reach our countrymen is not just part of the mandate of the Executive Branch; it is part of the mandate of every branch of government. I find it difficult to accept their decision, when I know that we are right, and more importantly, that doing nothing means depriving so many Filipinos of opportunities to grow and prosper. I find it difficult to accept the decision of the Supreme Court, when it goes against the benefit our countrymen.”

·  National Address of President Aquino on the Supreme Court’s decision on DAP

Excuse me.

·  Remarks of President Aquino at the opening of the 2015 Budget presentation, July 11, 2014

“Yesterday, Secretary Abad gave me a letter tendering his resignation from the Cabinet and I have considered the same, and I have decided not to accept his resignation, and let me explain why.”

·   Speech of President Aquino at the Iloilo River Plains Subdivision Phase 1 inauguration

·   Televised Address of President Benigno S. Aquino III, October 30, 2013 (English)

“Let me make it clear: The Disbursement Allocation Program is not pork barrel. Of the DAP releases in 2011 and 2012, only nine percent was disbursed for projects suggested by legislators. The DAP is not theft. Theft is illegal.”

· Speech of President Aquino at the annual Presidential Forum of FOCAP, October 23, 2013

“This stimulus program that heralded our country’s economic boom was named the Disbursement Acceleration Program. You may have heard of it. After all, at this point, who has not? For the past few weeks—nearly two years after I announced it—it has been unjustly and oddly vilified in the media.”

· Speech of President Aquino at the inauguration of EXL Service Philippines Site II, January 11, 2012

As of January 4, 2012, we’ve released more than 140 million pesos of the 500 million pesos allocated to the I-TWSP for the BPO sector under the Disbursement Acceleration Program. This is equivalent to over 23,000 scholarships. And we’ve been continuing to work with the Business Processing Association of the Philippines (BPAP) in the joint management and implementation of this program.”

· Speech of President Aquino at the Urban Poor Solidarity Week and the 25th anniversary of PCUP, December 9, 2011

· President Aquino’s speech at the 10th Congress of the International Society of Dacryology and Dry Eye, November 29, 2011

“Under the Disbursement Acceleration Program, we have approved the release of P294 million this year for the targeted employment of an additional 11,500 nurses and 1,000 midwives. This will better ensure that government hospitals and health facilities in every municipality, every city, and every province will have healthcare professionals who can attend to the needs of our countrymen.”

· Speech of President Aquino at the grand launching of the National Kidney and Transplant Institute Diagnostic Center, October 21, 2011
