Start consultative meetings with communities, PGMA orders

Tacloban City -- President Gloria Macapagal-Arroyo, ever the steadfast leader of the Philippines, is wasting no time to make true her directive on a new paradigm on the peace process.
Just recently, the President mandated that, henceforth, peace negotiations shall be refocused from one that is centered on dialogue with rebels to one of authentic dialogues with the communities and stakeholders who will formulate and determine, together with government, the enhanced road map for the peace process. Any negotiation with armed groups will be in the context of disarmament, demobilization and reintegration (DDR).
A few days after, in pursuit of President Gloria Macapagal-Arroyo's new peace negotiating paradigm, the National Security Agency Adviser Norberto Gonzales and other government officials will hold consultative meetings starting September 16, with the various stakeholders in Mindanao.
Initially, the consultative meetings will be conducted in the Zamboanga Peninsula in order to explore initiatives and mechanisms that would truly realize lasting peace and stability in the Region.
Through the Local Peace and Security Assembly (LPSA), local government and sectoral leaders will be convened with the view of reaching an agreement on solutions to peace and security problems through an action agenda that they themselves would formulate and implement, taking into consideration the unique features of the locality, the National Security Adviser said.
The action agenda is expected to be presented to the President at the close of this conference-workshop.
The Local Peace and Security Assembly is a continuing consultation drive at the regional level that was started since the middle of last year, primarily in response to the clamor of LGUs and local stakeholders for support to their various conflict-resolution and peace building initiatives.
Local Peace and Security Assemblies have been been conducted in Tagbilaran City for Region 7; in Butuan City for CARAGA Region; Tacloban City for Region 8; San Pablo City for CALABARZON; Masbate City for Region 5; Tagum City for Region 11; Bangued, Abra for CAR; Bacolod City for Region 6; and Tuguegarao City for Region 2.
Expected to take part in the Zamboanga Local Peace and Security Assembly are some 200 participants consisting of concerned members of the Cabinet, local government officials, including governors and city mayors, AFP and PNP commanders, as well as recognized leaders of civil society, business groups, religious institutions, lumads, and the academe.
