WHEREAS, Tuesday, February 3, 2004, marks the 54^th Foundation Day anniversary of the City of Cabanatuan;

WHEREAS, it is fitting that the people of the City of Cabanatuan be given full opportunity to celebrate this milestone in their city’s history with appropriate ceremonies.

NOW, THEREFORE, I, ALBERTO G. ROMULO, Executive Secretary, by order of Her Excellency, GLORIA MACAPAGAL-ARROYO, do hereby declare Tuesday, February 3m 2004, as special (non-working) day in the City of Cabanatuan
