WHEREAS, Saturday, October 16, 2004, marks the Charter Anniversary of the City of Calbayog;

WHEREAS, it is fitting and proper that the people of the City of Calbayog be given full opportunity to celebrate this milestone in their city’s history with appropriate ceremonies.

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby declare the October 16, 2004 as "Special (Non-Working) Day in the City of Calbayog".

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
