Message of President Quirino to the Congress of the Philippines submitting the 1953 Budget of the National Government

The record of this Congress in its last two sessions has given ample evidence of high statesmanship and determination towards the strengthening of this position. In this, I cannot but give full assurance of my wholehearted cooperation. Our people cannot expect less of us during your present session.


Message of President Roxas to amend the budget submitted on June 8, 1946, August 5, 1946

I have the honor to propose herewith modifications of the 1947 Budget, which I submitted to you on June 8, 1946. These modifications should be considered for incorporation in the appropriation bill. Whenever practicable, it is desirable that all operating expenses of a given fiscal period be comprehended in a single legislative enactment.


Budget Message of President Roxas for the Fiscal Year 1947

I look forward to the day when the Congress will be able to devote intimate study to each appropriation item, and will thus be able to lay down the programs, through appropriation, to guide this Government. That is the basic prerogative and responsibility of legislation. I hope that the Congress, in maintaining that prerogative and responsibility, has in mind the eventual goal of ample governmental functions to protect the public interest financed by adequate government revenues drawn from a rich and vigorous national economy.
