EXECUTIVE SUMMARY
Amidst the global threats of rising food and fuel prices, of climate change, and of terrorism, among others, the Government remains steadfast in its drive to win the war against poverty. Doubly so, the President remains focused and driven towards the attainment of her governance mandate of a better life for every Filipino. Short-term interventions and the long-term reform programs continue to be pushed to ease the impact of the global threats as well as keep the reform programs on track to sustain economic growth, and bring about the prosperity our people so desire.

EXECUTIVE SUMMARY
In her 2006 State of the Nation Address, President
Gloria Macapagal-Arroyo unveiled the Super Regions,
a development concept aimed at harnessing the
natural competitive advantage/s of major areas
of the country as well as that of knowledge and
technology. Five (5) distinct sub-economic
regions of the country were formed - - the North
Luzon Agribusiness Quadrangle, the Luzon Urban
Beltway, Central Philippines Super Region, Mindanao
Super Region, and the Cyber Corridor. With
these enlarged development areas, economic and
market potentials are expected to be boosted
beyond what each region can generate, with economies
of scale, synergies and complementation serving
as added attraction to investors, lenders and
aid donors. Through the Super Regions,
development is being brought back to the people
at a faster rate in terms of physical infrastructure,
development of human capital and peaceful communities. Billions
of pesos are being invested in the Super Regions,
a result of the country’s much improved
fiscal situation and macroeconomic condition.

EXECUTIVE
SUMMARY
The past year saw the country
on a steady and sure growth, notwithstanding
the internal political turmoil,
the global oil crisis and rising
prices of commodities that has
threatened to disrupt and undermine
the economic gains that have already
been made. Through it all, the
President demonstrated to the nation
and the world that she is undeterred
by destructive politics, remaining
resolutely focused on the economy,
investments and jobs, and in pursuing
her vision for the Philippines – a
modern country founded on social
justice and enjoying economic prosperity.
We achieved record revenue collections
which further strengthened our
fiscal position and renewed the
confidence of investors in our
economy. We created the jobs that
fueled the growth of the economy.
With the improved fiscal condition,
more funds are being provided to
pump-prime the economy. This is
expected to further reduce the
poverty incidence among Filipino
families, which already saw a decrease
of almost three percentage points
from the 27.5% revised estimate
for 2000 down to 24.7% in 2003.

Executive
Summary
Having won a resounding, fresh
mandate to govern the Filipino
people in May 2004, President Gloria
Macapagal-Arroyo readily took on
the challenge of steering the country
towards the pursuit of her vision
of economic opportunity, social
cohesion and democratic faith.
She outlined a 10-Point Agenda,
aptly called "BEAT THE ODDs," which
is envisioned to jumpstart the
country's growth and finally set
it on the road towards unsurpassed,
sustainable and equitable progress.
This agenda of governance spells
out major policies and programs
to fight poverty through: achieving
a Balanced budget
by collecting the right revenues
and spending right; providing Education
for all children of school-age;
implementing full Automation
of the electoral process; building Transportation
and digital infrastructure to link
the entire nation; Terminating
hostilities through a just conclusion
of the peace process; Healing
the wounds of EDSA 1, 2 and 3;
providing Electricity
and water for all barangays; offering Opportunities
for livelihood and the creation
of six to 10 million jobs; Decongesting
Metro Manila through railway and
road projects and the establishment
of new government centers; and, Developing
Subic and Clark into the most competitive
international service and logistics
center in Southeast Asia.
