National Government Portal (NGP)
It is the government’s mission to give its citizens faster, more reliable and easier access to information and services. Using the Internet as an aid, the Department of Information and Communications Technology – through the Integrated Government Philippines (iGovPhil) program – aims to provide a one-stop-shop of online government services to the public sector and private businesses via the National Government Portal (NGP).
The NGP is a single window containing all online information and operational infrastructures, and public services of the government. With NGP, citizens need not physically go to government offices or visit various government agency websites to perform typical transactions, such as applying for a driver’s license, filing of taxes, and renewing of passport. They just have to go to the portal, log in with their Single Sign On (SSO) credentials, search for the services they want to avail, and complete the transactions – from filling out forms to payment – online.
The single portal will not only provide ease of use and simplified browsing experience but it will also effectively reduce costs (financial, human resources, and spatial) typically incurred in managing multiple websites.
Policy documents are now being processed to pave the way for the NGP’s implementation. Among these policies are the United Web Content Policy (UWCP), Web Content Accessibility Guidelines 2.0 (ISO 40500), Administrative Order, and Social Media Policy. They will provide the guidelines and ensure that the website’s contents are relevant, useful, and user-friendly.
Related to this, an NGP steering committee and web administrators will be appointed to work together to conduct data screening. The screening procedure will not only improve the quality of information that will be made available, but will also strengthen the communication among agencies and hasten the website migration toward NGP standards.
NGP will serve as the backbone of an interoperable and interconnected eGovernment that will improve not only inter-agency collaboration but also the delivery of services to the citizens. It is also one of the primary steps to advance the Philippines’ ranking in the E-Government Development Index and propel it to Level 4 of the UN service model for e-governance, which is the transactional stage where users can actually pay for services and other transactions online.
