Philippine Government Common Platform (PGCP)
The Philippine Government Common Platform (PGCP) aims to improve services and enhance the operational efficiency of government agencies by developing policies and frameworks that promote interoperability, implementing unified ICT-enabled business processes designed to work seamlessly across public sector institutions, and establishing information infrastructure that will allow the exchange, collaboration, and sharing of data.
Through this initiative, government agencies will be able to use and contribute information in a secure, reliable and standardized manner, while decision makers will be able to access these up-to-date and contextually relevant information.
The PGCP will have seven components. These are:
- Interoperability, Data Governance and Stewardship Frameworks
- Shared Data Management
- National Information Exchange Infrastructure and Framework
- Master Data Management
- Business Process Management
- Data Warehousing
- Decision Support (Data Analytics and Visualization)
The PGCP operates as a “Platform as a Service” or PaaS offering of the iGovPhil program to the whole of government.
Parts of the major functions of the Department of Information and Communications Technology (DICT), as stated in the Republic Act No. 10844, are to “provide an integrated framework in order to optimize all government ICT resources and networks for the identification and prioritization of all E-Government systems and applications as provided for in the E-Government Master Plan and the Philippine Development Plan (PDP)” and "harmonize and coordinate all national ICT plans and initiatives to ensure knowledge, information and resource-sharing, database-building and agency networking linkages among government agencies, consistent with E-Government objectives in particular, and national objectives in general."
These functions, combined with the mission for e-Government in the medium term, which is “To provide efficient, responsive and transparent online services for the Filipino people through the integrated and optimum use of information systems and technologies throughout government,” press and highlight the need for the implementation of the PGCP.
The implementation of PGCP is expected to achieve and provide the following:
- Principles, policies, and standards that will govern, manage, share and integrate enterprise data across public sector institutions.
- Authoritative registries for public sector use.
- Secure system for the seamless exchange of information.
- Seamless integration of business process workflow across and within public sector institutions.
- Comprehensive and relevant information and policies for an effective decision-making practice.
